In April 2012, the fare for Seoul Subway Line 9 was raised by 500 Korean won. The announcement was very sudden, so the passengers were indeed surprised. People think public transportation is a public service, but the major shareholders of the Line 9 operation company is Macquarie Group and other private investment bank and company. That's why the primary goal of Line 9 is not to serve the people's interest but to maximize the profit. The investors also guarantee the government's minimum revenue, and the difference between the projected and actual income will be paid from the taxpayer's money. The documentary analyzes the structures of National Infrastructure Contract that have fed the private firms and question the relations between capital and power that result in such nonsense.
